PROBLEM TO BE SOLVED: To provide a fine bubble generator by which the gas in the bubbles is sufficiently dissolved in a liquid and which has high bubble generation efficiency. SOLUTION: The fine bubble generator comprises a gas mixing means 1 for mixing a gas in a liquid flowing in a channel, a transferring and pressurizing means P for transferring the liquid and pressurizing the liquid, and a bubble dissolution promoting means 3 for promoting dissolution of the gas in the bubble-containing liquid, which is formed by mixing the gas in the liquid by the gas mixing means 1, in the liquid. The bubble dissolution promoting means 3 comprises a case part 30 forming an inner space in the inside, a flow inlet 311 positioned at the case part 30 for leading in the bubble-containing liquid, which is formed by mixing the gas in the liquid by the gas mixing means 1; a flow outlet 312 positioned at the case part 30 for leading out the liquid; and a bypass channel 31 formed in the case part 30 and communicating the flow inlet 311 and flow outlet 312 in the inner space of the case part 40 for making the bubble-containing liquid between the flow inlet 311 and the flow outlet 312 detour the case part 30.
