PROBLEM TO BE SOLVED: To provide an inter-entrepreneur settlement system in which account data can be outputted on an early stage while including settlement data about inter-entrepreneur settled charges of a communication entrepreneur in a case where communication is performed via communication line networks of a plurality of communication entrepreneurs, and further, a bill can be created using the determined settlement data. SOLUTION: In an inter-entrepreneur settlement system, a communication information acquiring means acquires communication information, a first settlement information data generating means generates first settlement information data using, adjusted amount data, data about a settled amount and the number of client information inquiry jobs, calculated from the communication information, for each communication entrepreneur, and a first account data generating means generates account data for input to an account system on the basis of the first settlement information data, A second settlement information data generating means generates second settlement information data using determined adjusted amount data and E-E charge result data (L-M) for the first settlement information data, and a bill generating means generates a bill on the basis of the second settlement information data.
