PROBLEM TO BE SOLVED: To provide an apparatus and method for packaging and filling, which can manufacture a good packaging container solving inconvenience of partly stripping or lack of aluminum foil layer. SOLUTION: The apparatus for packaging and filling conveys a packaging laminated strip including a thermoplastic resin outer layer, a paper base material layer, an aluminum foil layer and a thermoplastic resin inner layer to form a tube and puts an edge part of the packaging laminated strip on the vertical seal part face of the other edge part of the packaging laminated strip together to seal them vertically and fills a liquid content and performs a horizontal seal and cuts and separates the packaging laminated material tube to package and fill in a container, wherein one or a plurality of approaching sensors 20a, 20b, 20c, 20d, 20e, 20f to scan the whole circumference of the transported packaging laminated material tube to detect the aluminum foil layer are arranged.
