A method and an apparatus for managing rights to a mobile TV in a portable terminal are provided to enable a server to transmit rights to the mobile TV to a user at a time through an USSD(Unstructured Supplementary Service Data) service regardless of where the user can purchase the rights to the mobile TV using any routes, thereby reducing load between the server and the portable terminal. A method for managing rights to a mobile TV in a portable terminal comprises the following steps of: receiving the rights to the mobile TV from a server through USSD when watching rights to the mobile TV is purchased by a user(201,203); and requesting the server to provide the rights to the mobile TV through the USSD when the rights to the mobile TV are normally received(211).
