A power transmission control circuit (22) included in a power transmission controller (20) of a power transmitter monitors an intermittent change of a load of the power receiver side during usual power transmission, and when an intermittent change in the load is not detected, the control circuit (22) judges that a foreign matter (AR) is inserted between the primary coil (L1) and the secondary coil (L2) and stops power transmission.
