PROBLEM TO BE SOLVED: To rapidly and certainly notify a related person or a related organization, such as, family or an acquaintance, the police, a security company, or a fire station of an emergency state of a person, occurrence of emergency, and later progress by easy operation, when the person encounters a crime, an accident, an abnormal situation, or disaster or when a sensor comprehends as an emergency. SOLUTION: In a compact and light-weight wireless communication device 10 having a first switch and a second switch, the first switch turns on, when detecting operation of a user or the like, or when the sensor detects an abnormal situation, emergency information and progress information are transmitted to an emergency notifying device 70, and alarm sound is generated. When the second switch turns on, the alarm sound is stopped, it is notified to the emergency notifying device 70 that the emergency is past. The emergency notifying device, receiving the notification, notifies a preset notification destination and selects an emergency notification coping machine that can cope with, to transmit a rescue instruction of, or the like.
