PROBLEM TO BE SOLVED: To provide a liquid developer excellent in fixing characteristics of toner particles to a recording medium and excellent in charging characteristics, to provide a method for manufacturing a liquid developer by which the above described liquid developer can be efficiently manufactured, and to provide an image forming apparatus capable of forming a toner image excellent in fixing strength and suitable for low-temperature and high-speed fixing. SOLUTION: The liquid developer comprises an insulating liquid containing aliphatic hydrocarbons and/or silicone oil and toner particles dispersed in the insulating liquid, wherein fatty acid monoester are locally present close to the surfaces of the toner particles. The viscosity of the fatty acid monoester is preferably at most 10 mPa s. The fatty acid monoester is preferably an ester of an 8-18C saturated fatty acid.
