PROBLEM TO BE SOLVED: To provide an electrolytic capacitor having low impedance in high frequency range, a high withstand voltage, and good reliability. SOLUTION: The electrolytic capacitor is provided with a capacitor element around which an anode foil and a cathode foil are wound through a separator, and which is impregnated with an electrolyte and is housed in an aluminum case. The electrolyte contains ethylene glycol as a main solvent, azelaic acid, 1 and 7-octane dicarboxylic acids or those salt as a solute, and is added with water of 15-40 wt.%, a high-molecular polymer of 5-30 wt.%, and a phosphorous acid compound.
