摘要 PROBLEM TO BE SOLVED: To assign an optimal paging area size on the basis of move frequency and communication frequency for each radio terminal and to define an assignment unit of a link ID as a set of paging area units. SOLUTION: A radio communication system includes a plurality of radio base stations and manages a communication link for the unit of an area collecting one or more radio base stations. When assigning an ID for identifying a communication link to be used between a radio terminal and a radio base station covering the relevant radio terminal, on the basis of the move frequency and the communication frequency of the radio terminal, the radio communication system selects whether to assign an ID that is managed for the unit of a first area including the one or more radio base stations and identifies the communication link uniquely within the first area, or to assign an ID that is managed for the unit of a second area including the one or more radio base stations included in the first area and being different in size from the first area, and identifies the communication link uniquely within the second area.
