PROBLEM TO BE SOLVED: To provide a short circuit detection device which detects machining failures such as a short circuit at an early stage, and reduces machining costs in an electrochemical machining method for machining a small-diameter deep hole, and also to provide an electrochemical machining apparatus and a short circuit detecting method. SOLUTION: When moving a machining section 5 for supplying an electrolyte between a workpiece 3 and machining section 5 while applying an electrolytic voltage between the workpiece 3 and machining section 3 in an approaching and separating direction to/from the workpiece 3, a load detection section 9 for detecting a change of an approaching and separating directional component of a load applied on the workpiece 3, is arranged on the short circuit detection device.
