PROBLEM TO BE SOLVED: To provide an encoding apparatus, data searching apparatus, image processing apparatus, data searching system, image processing system, encoding method, data searching method, image processing method, and program, for adding a code according to correlation with elements to be located neighborhood. SOLUTION: A code string data producing unit 405 produces code string data after adding a code based on a magnitude relation between a focused element to be encoded and the elements to be located near the focused element. An image file control unit 403 stores the code string data into a storage unit 404 by correlating with the data as registration information. A numeral string data extracting unit 401 and the code string data producing unit 405 produce the code string data from image data when searching data, while an image searching unit 402 searches data having the same registration information as search information from among data stored in the storage unit 404.
