PROBLEM TO BE SOLVED: To provide a membrane separation device and a membrane separation method unlikely causing membrane plugging, capable of achieving membrane separation even with relatively low flow rate of water to be treated, having an excellent membrane packing density, and unlikely causing deposition of foreign components in the apparatus. SOLUTION: The membrane separation apparatus includes a rectangular tubular pressure vessel having an inlet port of the water and an outlet port of concentrated water; a water collection part provided in the pressure vessel; and a membrane separation element group held at the collection part by pinching. The membrane separation element group is composed by laminating the multiple membrane separation elements and spacers set between the membrane separation elements. Through-holes are formed in the membrane separation elements for penetrating through the membrane separation elements and spacers, and are made to communicate with a permeate draining channel formed at the collection part. The water introduced into the pressure vessel permeates through the membrane separation elements, and discharged to the outside through the through-holes and permeate draining channel.
