PROBLEM TO BE SOLVED: To provide a high-speed Internet access service which can charge a toll in a public space without service registration in advance. SOLUTION: The invention includes: a wireless LAN 20 connected to a terminal device; a line interface 17 connected to the Internet; a coin selector 14 for collecting a toll; an ID generator 111 for generating an ID after the coin selector 14 collects the toll; a display device 13 for informing a user of the ID; an ID entry menu distributor 115 for displaying an ID entry menu on the terminal device; an ID determining section 112 for determining coincidence between the ID entered from the terminal device and the ID generated by the ID generator 111; and a gate processor 114 for interconnecting the wireless LAN section 20 and the line interface section 17 for a prescribed time after the ID determining section 112 determines the coincidence.
