A method for adjusting an area for storing a WEF(Working Element File) in an ICC(IC Chip) is provided to reuse a smart card without issuing an additional smart card even in case a WEF storage area exceeds a threshold by adjusting the WEF storage area included in a memory of the ICC. A terminal transmits WEF storage area information for at least one WEF storage area included in an ICC storage area to a server through the network(215). The terminal receives WEF storage area adjustment information from the server(235). The terminal adjusts the WEF storage area of the ICC storage area included in the memory of the ICC based on the received WEF storage area adjustment information(245).
