An ion pall ring packing having an ion exchange fiber is provided to treat gas with a high solubility, toxic gas with a low solubility, and odorous gas in a simultaneous and efficient manner, treat gas efficiently without additionally installing new facilities on existing facilities, and reduce the amount of chemicals used. An ion pall ring packing(1) comprises: a frame which is formed in the form of a cylinder having a plurality of openings formed in a surface thereof, and which has one or more rows of pins(14) disposed longitudinally on a circumference thereof such that the pins are spaced apart from one another at predetermined intervals; and an ion exchange fiber(20) fixed to the frame by the pins. The frame is consisted of semi-cylindrical two parts(10a,10b) which are symmetrical to the length direction, and the frame consisted of the two parts includes a hinge part(15) for joining the parts by a hinge at one side of the frame, and joining parts(16) which are formed at a position opposite to that of the hinge part, and into which the ion exchange fiber is inserted in a state that the two parts are opened to join the ion exchange fiber with the frame.
