PROBLEM TO BE SOLVED: To provide an information adding device capable of performing access control over additional data, and to provide an information extracting device, an information adding method, an information extracting method, a printing medium and a computer program. SOLUTION: The information adding device 10 which adds predetermined information to an image, includes: an information adding unit 107 which adds one or more additional data and access control information wherein the right to access the additional data and an attribute of a recipient of the image are related to each other to the image; and an electronic watermarking unit 110 which embeds an electronic watermark with which an entry of a mark specifying the attribute can be detected in a mark entry area in an image where the mark specifying the attribute is entered.
