PROBLEM TO BE SOLVED: To provide a moderation device realizing easy setting of moderation angle and easy setting of strength and weakness and variation degree of moderation feeling. SOLUTION: A rotation resistance receiving part 27 having a nearly V-shape concave part 28 is installed at a shaft 23 of an operating member 24. A resistance giving means 29 has a steel wire coil spring 31 and a pressing member 32, and by a spring force of the coil spring 31, presses the pressing member 32 to the concave part 28 of the rotation resistance receiving part 27 to give a rotation resistance. An electromagnet 26 is installed on a device base 21 and a rotary encoder 25 is installed on the shaft 23. Out of the rotation resistance receiving part 27 and the resistance giving means 29, the rotation resistance receiving part 27 is installed jointly rotatably with the operating member 24, and the resistance giving means 29 rotates jointly with the operating member 24 at the time of power disconnection of the electromagnet 26, and is sucked to the electromagnet 26 and fixed in non-rotating state at the time of current flowing of the electromagnet 26.
