摘要 PROBLEM TO BE SOLVED: To provide a novel structure capable of exhibiting a reflection function based on Guided Resonance even if not obtaining sufficient difference in refractive index between a photonic crystal layer and a low refractive index layer adjacent thereto, and to provide a surface-emitting laser employing the same. SOLUTION: The structure includes a photonic crystal layer including a first member 1000 having a first refractive index and having a surface with a plurality of holes periodically arranged therein, and a low refractive index layer 1020 adjacent to the photonic crystal layer and having a second refractive index lower than the first refractive index. The relative refractive index difference between the first refractive index and the second refractive index is not more than 0.10.
