PROBLEM TO BE SOLVED: To provide an actuator that can be inexpensively manufactured by improving the constructional elements of the actuator using an ionic conductive polymer and an actuator with improved current collecting efficiency by improving an electrode structure. SOLUTION: The actuator 10 is constructed of: an ionic conductive polymer layer 3 and a pair of electrodes, a positive electrode 1 and a negative electrode 2, respectively formed on both surfaces of the ionic conductive polymer layer 3. The actuator is so constructed that the ionic conductive polymer layer 3 is caused to bend or deform by applying a potential difference between the electrodes 1, 2. With respect to the electrodes 1, 2, an electrode base material composed of at least one of unwoven cloth and woven cloth of carbon fiber and carbon cloth is formed beforehand to form a conductive path.
