A system and a method for controlling discharge or charge of a battery pack are provided to extend a driving distance and a battery lifespan of an electric vehicle by minimizing a voltage deviation between battery modules. A system for controlling discharge or charge of a battery pack includes a communication port(160), a storage unit and a control unit(180). The communication port provides discharge and charge states of the battery pack to an external computer or terminal, or transmits and receives data to and from the external computer or terminal. The storage unit data sensed in a temperature sensor(120) and a current sensor(130), and a predetermined reference temperature and a reference current. The control unit controls to equalize a voltage of a battery pack module when a voltage deviation deviates from a predetermined condition by measuring the residual capacity of the batter pack based on a temperature and a current of the battery pack sensed in the temperature sensor and the current sensor and sensing the voltage deviation between the battery modules from the measured residual capacity.
