PROBLEM TO BE SOLVED: To provide an apparatus for producing hydrogen which prevents a radiant heat to a hydrogen producing reaction tube and has a simple composition and a method for producing hydrogen. SOLUTION: The apparatus for producing hydrogen 10A consists of a hydrogen producing reaction tube 101 which is installed in the main body of the apparatus for producing hydrogen 100a and has a preparatory reforming catalyst part 107 in its inside containing a preparatory reforming catalyst which preparatorily reforms a raw material gas G where the raw material gas G is reformed into hydrogen and only the hydrogen formed is collected, a burner 113 which is installed at the main body of the apparatus for producing hydrogen 100a and heats the hydrogen producing reaction tube 101, and a steam generating part 12 which is installed at the main body of the apparatus for producing hydrogen 100a and generates steam 11 to be supplied to the raw material gas G. The burner 113 is installed opposite to the preparatory reforming catalyst part 107 which is located in the hydrogen producing reaction tube 101 and the steam generating part 12 is installed between the hydrogen producing reaction tube 101 and the burner 113.
