PROBLEM TO BE SOLVED: To provide a highly versatile heating element unit easily adaptable to various uses by reducing rush current, and a heating device using the heating element unit. SOLUTION: In the heating element unit, a plurality of heating elements made of heat generating materials different in temperature characteristics are contained in a first container, one of the neighboring heating elements out of the plurality of the heating elements is inserted into a second container, the heating elements inserted into the second container are separated from neighboring other heating elements, and gas is filled into a first container.
