<p><P>PROBLEM TO BE SOLVED: To easily and reliably prevent confidential information or personal information from leaking outside through an electronic file which is attached to an E-mail and transmitted/received, without causing troubles and loads on a user or a manager. <P>SOLUTION: A client terminal 10 has a specifying means 111 which specifies the electronic file which should be attached to the E-mail, an encryption key receiving means 121 which receives an encryption key regarding the specified electronic file from a file access management server, an encrypting means 155 which encrypts the specified electronic file using the received encryption key, and an attaching means 156 which attaches the encrypted electronic file to the E-mail. When transmitting a decoding key from the file management server, whether or not the user is a valid person is determined by comparing authentication information received by an authentication information receiving means and a one-time password created by a one-time password creating means.
