PROBLEM TO BE SOLVED: To provide a cleaning device capable of easily recovering foreign matter, and to provide a process cartridge and an image forming apparatus that have such the cleaning device and form a satisfactory image. SOLUTION: The cleaning device includes: a cleaning member which is disposed in contact with a roll-shaped body to be cleaned rotated in a predetermined direction and which rotates following the rotation of the body, thereby removing matter attached to the body; and a different potential member, the potential of which is kept different from that of the cleaning member.
