PROBLEM TO BE SOLVED: To enable a server manager to control the use range of user data since user data can be used only within use restriction decided by the server manager even by a regular user.

SOLUTION: This data carry-out thin client system includes a server 300; a client terminal 200 connected through a network 400 to the server; and a security card 100 connected to the client terminal. A display application 123 acquires use restriction information 112 set with the use restriction of user data 313 by a server manager from the server, and selects user data to be downloaded from this, and stores the initialization of the use restriction information and use management information 113 in a security card, and downloads the selected user data from a server to the security card.
