PROBLEM TO BE SOLVED: To guarantee that telegram data as an audit target are stored in a form that is impossible to be altered; and to allow the telegram data as the audit target to be retrieved quickly with ease.

SOLUTION: A system 100 comprises: a telegram database creation functional section 150; an index database creation functional section 152 which stores telegram index data in an index database 126; a business form data storage section 154 which gathers the telegram index data at every business form unit as an output unit for a search result, converts the telegram index data into a data storage form impossible to be edited, completes business form data, and stores the business form data in a business form storage database 127; a Japanese name addition section 156 which adds a Japanese name corresponding to an index telegram code included in the telegram index data to the telegram index data; a retrieval key type input reception section 158; a retrieval key input reception section 160; and a retrieval result output section 162 which outputs the retrieval result to an output interface.
