PROBLEM TO BE SOLVED: To provide a heat island restraining system capable of restraining the occurrence of a heat island phenomenon. SOLUTION: The heat island restraining system comprises a base station 10 and water spraying apparatus 20. The base station 10 can acquire predetermined meteorological information on a plurality of spots. A plurality of water spray apparatus 20 exist, and each water spray apparatus can communicate with the base station 10 and is installed in a predetermined position to spray water. The base station 10 further comprises a selecting section 10d and a water spray control section 10e. The selecting section 10d can select the apparatus to be controlled out of the plurality of water spray apparatus 20.
