PROBLEM TO BE SOLVED: To provide a compact heat exchanger with a simple constitution capable of improving heat transmission efficiency and achieving high heat exchange characteristic. SOLUTION: A heat exchange part 10 to which a cooling liquid is circulated and supplied through supply piping 13 and discharge piping 14 is formed of a pipe line 103 and a by-pass pipe passage 104. Peltier elements 17 are arranged thermally connected to the pipe line 103 and by-pass pipe passage 104 of the heat exchange part 10, and radiating fins 18 are arranged thermally connected to the Peltier elements 17. Heat exchange of the cooling liquid circulated and supplied to the pipe line 103 and by-pass pipe passage 104 of the heat exchange part 10 is performed by controlling the drive of the Peltier elements 17 to control heat transfer characteristics between the radiating fins 18 and the pipe line 103 and by-pass pipe passage 104 of the heat exchange part 10.
