<p><P>PROBLEM TO BE SOLVED: To provide a moving image coding device and a moving image coding program, capable of preventing the breakdown of a decoder buffer while making uniform picture quality. <P>SOLUTION: In a moving image coding device, a buffer checker part 24 controls the connection of a switch 25 to a terminal b side, and abandons a stream at that time when judging that a decoder buffer has broken down, and makes an encoder part 22 re-encode an image signal in the broken-down predetermined section. In this re-encoding time, the broken-down section of the decoder buffer is known, and code amounts are suppressed little by little before the broken-down section of the decoder buffer so that it is possible to prevent the generation of the non-uniformity of a picture quality level due to extreme code amount control, and to achieve code amount control without generating any margin. <P>COPYRIGHT: (C)2008,JPO&INPIT</p> |
