[PROBLEMS] An inner shell tank rotation/drive device for producing a double-shell tank, in which problems of conventional techniques are solved, which quickens rotation of an inner shell tank and formation of a fiber-reinforced plastic (FRP) layer made by spray, application, etc., and which can provide uniform finish. [MEANS FOR SOLVING PROBLEMS] The inner shell tank rotation/drive device is used to produce a double-shell tank by rotating it. The double-shell tank is produced by applying a cover layer on the outer periphery of an inner shell tank that is formed in a circular hollow cylindrical shape and having end plates at its both ends and has an attachment section attached to a portion of the outer periphery of the circular hollow cylindrical portion. A balancing rotation member for reducing an imbalance of rotational moment, which imbalance is caused by the attachment section on the inner shell tank, is connected to a rotating shaft rotatably supporting the inner shell tank.
