PROBLEM TO BE SOLVED: To enable sterilization by water by safely modifying hydrogen ion concentration to enable production of liquid of pH 1 to 14; to allow the liquid to be widely used as a safe, highly effective, low-cost sterilizing liquid for hospital rooms, operating rooms, medical instruments and the like in a medical institution. SOLUTION: In a pH-controllable liquid material modification device, metal grids 3 are properly installed inside the modification device as shown figure 1, appropriate frequencies are determined, and a circulating electric circuit and a shower spraying system are added. A measure to prevent electric shock due to electrostatic charge is added to a simple circuit with energy increased by a circulating circuit, and a cooler 9 is added for stabilizing a product.
