PROBLEM TO BE SOLVED: To provide a communication system evaluating device evaluating practical communication performance. SOLUTION: This invention relates to the communication system evaluating device for evaluating communication performance between a ground station 2 and a mobile station 5 equipped in a movable body side that moves on a prescribed moving path according to a predetermined operation schedule, wherein information representing communication performance with the ground station 2 is obtained for a position L on the moving path, and a change in communication performance to moving time elapse of the moving body is calculated on the basis of an operation schedule of a mobile object and information acquired here.
