PROBLEM TO BE SOLVED: To provide an image processor capable of reducing an impact of a region easy to be misjudged by a configuration factor of a reader as much as possible and keeping a level of judgment accuracy exerted on the whole read document, in a processing and an apparatus for determining whether a document is a color document or a monochrome document. SOLUTION: The image processor determines whether a document is a color document or a monochrome document, using an image data having a predetermined number of pixels at a first direction and at a second direction perpendicular to the first direction respectively. The image processor comprises a colorless judging means for judging a pixel of interest is a colored one or a colorless one, a judgment signal changing means for changing a judgment signal value for each specified region, a setting means capable of setting the result of the judgment signal changing means to judgment for the first direction or judgment for the second direction independently, a first and second colored pixel counting means for counting of colored pixels at a first and a second directions independently according to setting means, and a determining means for determining whether the image data should be processed as color document or a monochrome document based on the result of the first and the second colored pixel counting means.
