A satellite communication system using a DAMA(Demand Assignment Multiple Access) method is provided to allow a hub station to allocate a line to termination station without having to recognize the capability of the termination station by removing a Hawthorne generation risk, and perform communication although a local station does not have a transmission capability. Earth stations(2,3) perform data communication bi-directionally or uni-directionally by using a satellite communication line allocated by a hub station(1) according to a DAMA method through a satellite(4). Each earth station includes a plurality of modems, a transmission capability management unit for managing transmission capability of a local station and that of each mode of the local station. When the earth stations transmit data, the earth stations request the hub station to allocate a line by using a certain unit based on a transmission degree of a termination station, and each earth station allocates communication of a certain value to each modem of the local station according to a transmission degree.
