PROBLEM TO BE SOLVED: To accurately detect the degree of deterioration of a battery by an inexpensive structure mountable to a vehicle. SOLUTION: Based on terminal voltage change of the battery 6 at predetermined time after the battery 6 is switched from a full charge state to a discharge state and change of a discharge current, parasitic capacity is calculated.
