PROBLEM TO BE SOLVED: To stably operate even when a combustion state of an incinerator is changed. SOLUTION: A target orbit is set based on a target value and a measured value of a control quantity (S1 to S2). A variation in the control quantity when an operation quantity is not changed thereafter is calculated (S3). A deviation between the control quantity and the target orbit when the operation quantity is not changed from these is determined (S4). A restriction condition is set in response to a state of the incinerator (S5), and a control input deviation quantity for compensating for the deviation is optimized based on its restriction condition (S6). When optimizing the control input deviation quantity, a change in a combustion state of the incinerator is detected from a result of dead time calculated based on the measured value of the control quantity and an experience value of the operation quantity (S61 and S52), and a model is switched when necessary (S63 and S64).
