PROBLEM TO BE SOLVED: To provide a photocatalyst coating formation method which is capable of forming photocatalyst coating film with high film strength and good finish feeling without an additive and of maintaining a photocatalyst function over a long time. SOLUTION: In the photocatalyst coating formation method to form a photocatalyst coating layer by applying a photocatalyst coating agent on the surface of a substrate used in the inner wall and the outer wall of constructions, which may be deteriorated by the photocatalyst coating agent, it is characterized by performing the mist application of an undercoating agent to prevent the deterioration by the photocatalyst coating agent and forming the under coating layer by further applying the undercoating agent on the surface of the substrate, and then applying the photocatalyst coating agent on the under coating layer to form the photocatalyst coating layer.
