PROBLEM TO BE SOLVED: To prevent malfunction without removing a malfunction signal when a mobile unit is not operated. SOLUTION: The driving signal to the motor that drives the mobile unit is input to an output control circuit 10. When the mobile unit is not operated, voltages in a level "H" of an A-output and a B-output signal (an operation signal of the mobile unit) that are output from a signal processing circuit 5 are changed based on the driving signal and then the signal different from that when the mobile unit is operated is output. In this manner, the detecting circuit that detects the position, the moving speed, and the moving direction of the mobile unit based on the operation signal of the mobile unit disenables the detection of the position, the moving speed, and the moving direction of the mobile unit when the voltages in the level "H" of the output signals is less than a predetermined voltage. Thus, when the mobile unit is not operated, the erroneous detection of the position, the moving speed, and the moving direction of the mobile unit that are caused from the outputs of the signal processing circuit 5 being variable can be prevented surely without removing the erroneous detection signals.
