The device has a magnetically operative I-core (3), a coil shell (5) receiving a coil (6) connected with a supply voltage, and another coil shell (7) with another coil (8) connected with a high voltage connection. Peripheral core (2) encloses the I-core, the coils and a permanent magnet (9) is arranged at an end (3b) of the I-core. The core (2) is formed of two parts (2a, 2b), which form an O-shaped closed cross section. The part (2a) is movable relatively opposite to the part (2b) in a longitudinal direction of the I-core. The core (2) is made of a sheet metal lamella e.g. soft iron.
