PROBLEM TO BE SOLVED: To allow a user to smoothly take out articles even if abnormality occurs in a settlement means of an article storage device without causing any trouble. SOLUTION: A mode A of forbidding putting in and receiving an article, a B of forbidding putting in and permitting receiving the article only when no extra fee is charged to receive it, and a C of forbidding putting in the article and permitting only receiving the article regardless of the extra charge, are prepared as emergency operation modes when abnormality occurs to a BV, a CM and a card reader/writer which are the settlement means of a locker device 1.
