<P>PROBLEM TO BE SOLVED: To provide a conductive roller contributing to form an image of high quality, a manufacturing method of the conductive roller contributing to form the image of high quality, and an image forming apparatus which can form the image of high quality. <P>SOLUTION: The conductive roller has a polishless elastic layer whose outer diameter accuracy is within the range of ±0.25% and deflection is ≤0.5%, formed on the circumferential surface of a shaft body. In the manufacturing method of the conductive roller, vulcanization properties X corresponding to a desired outer diameter are calculated from the equation of Y=aX+b (wherein a is -0.0046 to -0.0026, b is 20.07 to 20.14, Y represents the outer diameter of the conductive roller and X represents vulcanization properties tc(10)), and a liquid-like conductive rubber composition having the calculated vulcanization properties of X±10 is prepared and injected into a mold, to be heated and molded.
