PROBLEM TO BE SOLVED: To keep low the event of switching over digital broadcast signals (first video signals) and digital broadcast signals (second video signals) transmitted, using 12 high image quality segments and one low image quality section, respectively. SOLUTION: The receiver 10 for receiving first and second video signals transmitted at a high and low image qualities to display the first and second video signals every frame unit includes a video signal composer 16 for composing the first and second video signals in a specified number of frame at switching from a state of displaying the first video signals to a state of displaying the second video signals in the frame using a calculated composition ratio, and a composition ratio calculator 15 for calculating the composition ratio according to the receiving condition of the first video signals.
