A method and an apparatus for receiving a hybrid automatic repeat request burst in a mobile communication system are provided to prevent an erroneous operation of the HARQ by accurately determining a new HARQ burst or a retransmission HARQ burst. An HARQ(Hybrid Automatic Repeat Request) burst receiver includes a decoder(503), a controller(505), a coupler(509), a decoding result determiner(513), and a memory(507). The decoder decodes a map containing decoding information for a burst and HARQ burst control information. The controller compares the received HARQ burst control information with the received HARQ burst control information to determine whether the received burst is a retransmission HARQ burst or not. For the retransmission burst, the coupler couples the received burst with a previous burst. The decoding result determiner decodes the coupled burst and determines a decoding result of the coupled burst. The memory stores the HARQ burst control information and the decoding result.
