PROBLEM TO BE SOLVED: To implement successful P2P file exchange irrespective of the state of a network. SOLUTION: When bottleneck is generated in a path between a requesting node and a providing node, the providing node designates a P2P node closer to the providing node opposite to the bottleneck part as a relay node. The providing node sends a file to the relay node, and if the file transmission is successful, requests the relay node to send the file to the requesting node. The relay node temporarily stores the received file, and if requested to send the file by the providing node, sends the temporarily stored file to the requesting node when the bottleneck is eliminated.
