A recycling method of organic sludge or waste synthetic resin is provided to prevent generation of odor from the organic sludge or the waste synthetic resin and prevent decomposition of the organic sludge or the waste synthetic resin such that the organic sludge or the waste synthetic resin is transported or stored easily, and treat the organic sludge or the waste synthetic resin economically and simply such that a combustion residue is free of toxicity, and a recycling apparatus thereof is provided. A recycling method of organic sludge comprises: a step(S10) of inserting a carbon electrode into the center part of a mixture of water-containing organic sludge and an adhesive, and performing compression molding of the mixture to manufacture a fuel rod; a step(S20) of applying a high-voltage current to the fuel rod; and a step(S30) of producing fuel gas by subjecting the fuel rod to thermal decomposition using an arc heat generated when applying the high-voltage current to the fuel rod. The recycling method comprises dehydrating the organic sludge to obtain organic sludge having a water content of 20 to 30%. The adhesive is a glue, an undiluted acryl solution, an asphalt, or a synthetic adhesive. The fuel rod is mechanically compression molded. The recycling method comprises additionally adding a chemical disinfectant into the mixture. The recycling method comprises coating a surface of the fuel rod with vinyls or plastics. The recycling method comprises additionally adding a combustible material of coal, paper, or plastic into the mixture. The fuel rod is heated using arc discharge.
