A QoS(Quality of Service)-guaranteed mobile Internet terminal and a QoS guaranteeing method thereof are provided to guarantee QoS of a communication service requested through various new application programs without a QoS information support from a base station. A mobile internet communication module(230) performs data communication with terminals in an IP network(260) connected with a base station(250) according to a pre-set mobile Internet protocol. A communication controller(220) controls data communication of the mobile Internet communication module(230). A QoS information updating unit(218) requests connection to a QoS information providing server(270) from the communication controller(220), and when the QoS information updating unit(218) is connected with the QoS information providing server(270), the QoS information updating unit(218) downloads QoS information of each application program, and updates it in a memory(216). An application program executing unit(212) executes the application programs which provide one or more communication services according to a user instruction. When a new application is executed in the application program executing unit(212), a QoS management unit(214) searches QoS information of the application program from the memory(216), and requests the communication controller(220) to perform a DSA(Dynamic Service Addition) procedure with the base station(250) by using QoS information of a communication service requested through the application program based on the searched QoS information.
