PROBLEM TO BE SOLVED: To provide an information embedding device capable of embedding more information in sound signals while maintaining extraction precision equal to or higher than before, and also provide an information extracting device extracting information from sound signals. SOLUTION: This information embedding device divides the sound signals into predetermined sections, and changes the state of the low frequency components in the sections matching the values the bits to embed can take. More specifically, it divides the low frequency components further into two or more low frequency components dividing into front and rear sections in time and changes the intensity of the obtained areas according to the values to embed.
