<P>PROBLEM TO BE SOLVED: To perform information communication which is safe and high in convenience with simple constitution. <P>SOLUTION: A plurality of secret keys are stored in a secret key storage part 101 of a reader writer 100, and identifiers specifying those secret keys are sent to an IC card 200. The IC card 200 reads out a secret key corresponding to a received identifier, encrypts a random number generated by a random number generator 202, and transmits the encrypted random number to the reader writer 100. The reader writer 100 reads a secret key corresponding to the identifier which is stored in the secret key storage part 101 and previously sent to the IC card 200, and decrypts the received encrypted random number.
