A method and an apparatus for driving a plasma display panel are provided to decrease a brightness difference due to a line load effect in image data while maintaining an original brightness of the image data. An apparatus for driving a plasma display panel includes a PDP(640), a driving controller(600), and an address electrode driver(610). The PDP includes plural address electrodes, plural scan electrodes, and plural sustain electrodes. The driving controller receives an image signal, generates sub-field data, calculates load amounts of respective sub-field lines, and divides at least one sub-field line into dummy sub-fields. The driving controller outputs an address driving signal. The address electrode driver applies a voltage on the address electrode of the PDP according to the address driving signal from the driving controller.
