<p><P>PROBLEM TO BE SOLVED: To perform high-speed data communication between sites without a device constitution for WAN line communication such as a program for WAN line communication. <P>SOLUTION: A monitoring/control device 1A in a site A transmits monitoring data to in-site devices 2A, 3A and 4A by broadcast transmission in LAN, and transmits control data to the in-site devices by individual transmission in LAN. A remote transmission device 4A extracts monitoring data showing state change, and WAN-transmits only the extracted monitoring data to another site. The remote transmission device adds route information to the control data, and transmits them to another site by WAN transmission.
